My source is telling me this would be a very very bad idea.
Some of the oil from deep deep down has probably flowed upward into shallower sands below the sea floor; this proposed process might help to stop the deep leakage, but would do nothing to stop what has already flowed into the shallower areas, which would keep leaking. Not a good idea.
